PANMEI Cargo Acceptance and Review Policy for Ocean FCL and LCL

PANMEI's current policy for standard-review cargo, separately reviewed goods, refused cargo and the information required before written acceptance for ocean FCL or LCL.

PANMEI reviews ordinary lawful commercial goods for ocean FCL or LCL, but an inquiry is not an acceptance. Liquids, powders, counterfeit goods, military items, dual-use items and cargo dependent on false descriptions, undervaluation or concealed components are not accepted. Food, medical products, chemicals and authorized branded goods require separate review before any written service commitment.

This is PANMEI’s current service policy, not a government admissibility ruling. Final acceptance requires complete cargo information, a workable importer structure, carrier compatibility, destination-country compliance and written confirmation for the specific shipment.

Examples describe the review route only. They are not a blanket promise that every product within a broad category can be carried.

What does “standard review” mean?

Standard review means PANMEI can begin checking an ordinary commercial shipment using the normal information set. It does not mean the cargo is already booked, accepted by a carrier, admissible in the destination country or eligible for an importer arrangement.

The review confirms the real product, material, use, brand, value, packaging, dimensions, weight, origin, destination and transaction parties. It also checks whether the shipment fits PANMEI’s published service boundary: ocean FCL or LCL from China, Vietnam, Thailand, Malaysia, Indonesia or Singapore to the 48 contiguous U.S. states or mainly São Paulo city and its metropolitan area.

Which cargo is not accepted?

PANMEI does not accept the following under its current published service scope:

Changing a description, omitting a component or lowering a value without documentary support does not turn refused cargo into eligible cargo. PANMEI will not design a shipment around inaccurate declarations.

Which cargo requires separate review?

Food, medical products, chemicals and authorized branded goods require separate review. The customer should expect requests for product composition, intended use, manufacturer data, authorization, labeling, technical documents and destination-country information as applicable.

Separate review means PANMEI needs more evidence before deciding. It does not mean that the cargo will be accepted, that a license will be issued, or that customs clearance is guaranteed. The competent authority, carrier, importer and customs representative may each require additional information or decline the shipment.

Branded goods must be genuine. Formal brand authorization can support review, but it does not override import, labeling, distribution or carrier requirements.

How are batteries and cosmetics treated?

Battery-powered goods are not placed in the separate-review category solely because they contain a battery. They still require accurate disclosure of the product, battery type and configuration, packaging and the transport documents requested for the specific route. Carrier and destination requirements continue to apply.

Cosmetics are also not automatically placed in separate review solely because they are cosmetics. However, PANMEI does not accept liquids or powders. A cosmetic in liquid or powder form therefore remains outside the accepted scope. An otherwise eligible solid cosmetic still requires truthful composition, brand and packaging information.

What information is required before a decision?

Incomplete information can support only a preliminary answer. Written acceptance must identify the reviewed cargo and scope.

How does the review process work?

  1. Initial disclosure: the customer sends product, transaction, package and route information.
  2. Policy screening: PANMEI identifies standard review, separate review or non-accepted cargo.
  3. Importer and destination review: the proposed U.S. or Brazilian import structure and destination conditions are checked.
  4. Carrier and document check: route-specific packaging, document and carrier conditions are confirmed.
  5. Written decision: PANMEI may issue a conditional quotation or written acceptance, or decline the shipment.
  6. Pre-booking recheck: material changes are reviewed before pickup or booking.

No verbal message, website example or previous shipment replaces the written decision for the current cargo.

When must a shipment be reviewed again?

A new review is required if the product, material, composition, model, brand, battery, quantity, package size, gross weight, value, seller, buyer, consignee, importer, origin, destination or requested route changes. New information from a carrier or authority can also change the decision.

A product accepted on one shipment is not automatically accepted on a later shipment when its specification, documents or route differ.

How do U.S. and Brazil requirements affect acceptance?

For U.S. ocean cargo, product identity, classification, value, Importer of Record arrangements and applicable advance filing information must be consistent. PANMEI’s published delivery area covers the 48 contiguous states only.

For Brazil, the importer structure, Siscomex status, NCM, administrative treatment, possible licensing and São Paulo delivery conditions must be checked. Receita Federal guidance states that the importer must be enabled to operate in Siscomex before the import declaration process. A product that fits PANMEI’s internal cargo policy can still be unsuitable for a specific importer or destination-country procedure.

Frequently asked questions

Does sending product information mean PANMEI has accepted the cargo?

No. It starts the review. Acceptance exists only after PANMEI confirms the specific cargo and written scope.

Can PANMEI accept a liquid or powder after separate review?

No. Liquids and powders are in the current non-accepted category, not the separate-review category.

Are all battery-powered products accepted?

No. Battery presence alone does not trigger separate review, but full technical disclosure is mandatory and the shipment must satisfy carrier, packaging, importer and destination requirements.

Are authorized branded goods automatically accepted?

No. Genuine branded goods with formal authorization may enter separate review. Authorization is evidence, not automatic acceptance.

Does acceptance guarantee customs release or transit time?

No. Government agencies and carriers control examinations, release and operational schedules. PANMEI defines the reviewed service scope and exception responsibilities in writing; it does not guarantee customs outcomes or transit time.

The following inputs are hypothetical and illustrate a data check. Measure actual cargo individually. This example is not a tariff, container-capacity specification, acceptance decision or transit commitment. Pallets, crates and protruding packing can change dimensions and weight.

  • 4 cartons; Outer dimensions per carton (metres): 0.4 × 0.3 × 0.2; Gross weight per carton: 8 kg.
  • Total packed volume: 0.096 m³.
  • Total gross weight: 32 kg.

Total volume = carton count × outer length × width × height per carton. Total gross weight = carton count × gross weight per carton.

The illustrated count and gross weight describe packing only. Disclose the actual product, materials or composition, use, brand authorization and battery or other relevant characteristics. Cargo with the same weight may have different acceptance requirements; complete disclosure still requires shipment-specific review.
